Meeting called to order by Committee Chairman, Phil Morgan, at 0830 hours.

There was a quorum to conduct official business of the Committee.

 

 

SECRETARY'S REPORT

 

The Secretary's report for the meeting of 19 November was accepted without change.  The LEPC Meeting Minutes can now be found on the County EMA Website: http://www.androscogginema.org

 

 

 

 


OLD BUSINESS

 


A.                                        Committee Secretary reported that there no requests for Chemical Right-to-Know information since the last meeting

                                                             

B.                                         Committee Secretary provided the SERC and SERC Training Reports – No SERC meeting – nothing to report -- EMA Report – staff continuing with the day-to-day, on-going training and planning activities for CERT and CART and for the municipalities of Sabattus and Turner with Sabattus’s Plan scheduled to be officially adopted on December 21 and Turner’s Plan nearing completion; John Silvestri has been very busy revising the County Hazmat Plan; CERT continues to be very busy with training and exercises having worked with Wales Fire Dept in November and December to provide traffic control during their controlled burning exercises; an exercise with DCP Midstream is scheduled for 29 December from 1 to 4 PM at Auburn Central Headquarters; Lewiston Fire Department has scheduled Hazmat Ops Refresher training for January

 

C.                                         Financial Report – funds received since the last meeting:  $28,444.85 for EMA Qtrly reimbursement + $244.65 for WMD planning and training reimbursement + $54.84 earned interest for November for a total of $28,744.34;  total expenses incurred to date:  $471,807.12; unencumbered balance:  $29,027.77; encumbered balance:  $13,839.82; purchases made since last meeting:  NONE;  purchases to recommend:  NONE

 

D.                                        Status of Homeland Security Grants - Where are we now?

 

EMA office received a total of 7 electronic applications of which two were disqualified due to not having quotes; County Review Committee met on December 7 to review and prioritize the applications and submitted the package to MEMA on December 9 with the Review Committee’s recommendations; State will convene it’s review committee after January 1st

 

E.                                         COBRA Team status: No report

 

F.                                          Report from John Silvestri on LEPC planning activities:  John circulated three handouts and asked facilities to review, correct and get back to John ASAP; he continues working on the County-wide Plan revisions; has updated the LEPC “mailing list” which now includes all facilities and entities that must/should participate on the LEPC by virtue of the fact that you have EHS chemicals and/or you must do annual facility registration – submit Tier II reports and pay fees based on your EHS and other hazardous materials’ inventories and/or you are required to submit a facility emergency response plan; you are public safety officials and/or municipal officials; for those who have never or rarely attend an LEPC meeting, we look forward to an increase in attendance by the time John has completed his contacts with all of the facilities

 

G.                                        Toxics In Children’s products - Joanne asked is anyone had attended the December 16 presentation; she indicated that Maine DEP has a representative responsible for this new law and would be happy to do a presentation to the LEPC if there is interest

 

H.                                        New Law – LD-1423 – Toxics Use Reduction – Maine DEP has another representative who is responsible for this law and would also be happy to do a presentation for the LEPC

 

NOTE:  The LEPC showed interest in both topics

SCHEDULING OF NEXT MEETING

 

Next Meeting is JANUARY 28 – February 25 – March 25 – April 29 – May 27 – June 24 – July 29 – August 26 – September 30 – October 28 – November 18 – December 16 @ 8:30 AM at the County EMA Office located at 45 Oak Street beneath Lewiston Central Fire station – please be sure to use the Oak Street entrance.  Coffee will be served.
