The Committee Chairman, Phil Morgan, called the meeting called to order at 0830 hours.

 

            Committee members and guests present:

            Timothy Bubier – Deputy Director, Androscoggin Unified Emergency Management Agency

There was no quorum to conduct official business of the Committee and the Committee unanimously agreed to function by consensus.

 

 

SECRETARY'S REPORT

OLD BUSINESS

 


A.                                        Committee Secretary reported that there no requests for Chemical Right-to-Know information since the last meeting

                                                             

B.                                         Committee Secretary provided the SERC and SERC Training Reports – No SERC meeting in June and May meeting was canceled – no meeting minutes to review; EMA Report – staff continuing with the day-to-day, on-going training and planning activities for locals and for CERT/CART; MEMA is planning an IMAT Weekend on August 5 to 7 and the CERT Jamboree will be held September 9 to 11; County CART will have a pet shelter activation exercise on July 23; Joanne and Tim continue to be heavily involved in development of the County-wide Narrowband Communications Transition Plan that must be completed by 31 August – this will be a summer-long project

 

Savage Safe Handling offered their site if needed for rail training

 

C.                                         Financial Report – funds received since the last meeting:  $258.31 for CERT invoices + $2,678.91 for Contract Planner invoice for May + $1,024.60 for Narrowband Comm planning + $12.16 earned interest for May for a total of $3,973.98;  total expenses incurred to date:  $480,143.70; unencumbered balance:  $27,821.75; encumbered balance:  $10,251.72; purchases made since last meeting:  NONE – purchases  to recommend:  NONE

 

D.                                        Status of Homeland Security Grants - Where are we now?

 

FY-11 should be out early fall

 

E.                                         Joanne reiterated to facilities the need to comply with FCC’s narrowband communications requirements if they are using two-way radios on VHF frequencies between 150-174 MHz (call the EMA office if you have questions or need assistance

 

 

NEW BUSINESS

 

A.                    There was lengthy discussion about meeting attendance – or rather lack thereof – by

                        facilities who are required to participate on the LEPC (EHS facilities); discussion

                        revolved around frequency of the meetings and meeting activities (guests, meeting at

                        various locations and “feeding” meeting attendees.  Today’s meeting participants voted

                        unanimously to change the frequency of meetings from monthly to quarterly.  Therefore,

                        the meetings will be held beginning in September and quarterly thereafter in December,

                        March, June and September.  Except for December when the meeting is usually the last

                        Friday before Christmas week, the meetings will continue to be on the last Friday of the

                        Month held.  If there is a pressing need for a meeting before the next scheduled quarterly

                        meeting, the LEPC will be convened and the reason for the meeting will be posted.

 

                        The LEPC Chair will write a letter to EHS Facility Managers to emphasize the federal

                        requirements for EHS facilities to participate on the LEPC; Lewiston and Auburn Fire

                        Chiefs will write a letter to facilities explaining the importance of facility participation

                        For exchange of information, etc….  Joanne and her staff will research locations to hold

                        breakfast meetings as those present want to keep the 8:30 AM meeting time.                                                The next LEP meeting will be held on September 30 at 8:30 AM and Joanne will confirm

                        the meeting location with the meeting reminder.

 

 


OTHER BUSINESS

 

A.                    Scott Allocca of FairPoint Communications briefly talked about ENERNOC and its DemandSMART program for facilities with emergency power generation capabilities;  Mr. David Lavoie of ENERNOC will be a guest speaker at the September LEPC meeting to explain the DemandSMART program

 

 

SCHEDULING OF NEXT MEETING

 

Next Meeting is SEPTEMBER 30   – December 16, 2011 – March 30 – June 29 – September 28 and December 21, 2012 @ 8:30 AM at ________to be determined_______.  This will be a breakfast meeting.
