The Committee Chairman, Phil Morgan, called the meeting called to order at 0830 hours.

 

            Committee members and guests present:

            Bob Drake – Savage Safe Handling

            Kendall C. Putnam – Asst P/T/O Officer, Androscoggin Unified Emergency Mgmt Agency

            John Silvestri – At-Large / LEPC Vice Chair

            Timothy Bubier – Deputy Director, Androscoggin Unified Emergency Management Agency

            Marc Farrin – General Electric

            Ray Potter – Bates College

            Bruce McKay – Asst Chief Lewiston Fire Department

            Phil Morgan – At-Large / LEPC Chair

           

 

There was no quorum to conduct official business of the Committee and the Committee unanimously agreed to function by consensus.

 

 

SECRETARY'S REPORT

 

The Secretary's report for the meeting of 25 March was accepted without change.  The LEPC Meeting Minutes can now be found on the County EMA Website: http://www.androscogginema.org

 

 

 

 

 

 

 

 

 

 


OLD BUSINESS

 


A.                                        Committee Secretary reported that there no requests for Chemical Right-to-Know information since the last meeting

                                                             

B.                                         Committee Secretary provided the SERC and SERC Training Reports – SERC meeting of May 10 was canceled – no meeting minutes to review; report from Partners in Preparedness Conference was that it was a huge success; they would like more participation from Hazmat Teams in the Hazmat Team Challenge (facilities at this LEPC meeting indicated that info about the challenge should be sent to each facility that has a team); the agenda will be revised so that not so many participants leave immediately after lunch on the second day; EMA Report – staff continuing with the day-to-day, on-going training and planning activities; EMA Planner will attend an Emergency Planning Course on June 1 and 2 in Brewer; Joanne and Tim are heavily involved in development of the County-wide Narrowband Communications Transition Plan that must be completed by 31 August – this will be a summer-long project; it was reported that CMP’s transmission tine upgrade project is progressing well

 

C.                                         Financial Report – funds received since the last meeting:  $1,000.00 for HM Ops Refresher for Sabattus Fire Dept + $4,671.22 for contract planner invoices for March and April + $8,250 for Narrowband Comm Grant + $28.16 for CERT/CART invoices + $19.33 earned interest for March and April (now at .25% instead of 1%) + $7.94 credit for bank service charge for a total of $13,976.65;  total expenses incurred to date:  $480,163.77; unencumbered balance:  $27,954.60; encumbered balance:  $10,251.72; purchases made since last meeting:  NONE – purchases  to recommend:  NONE

 

D.                                        Status of Homeland Security Grants - Where are we now?

 

FY-11 should be out early fall

 

E.                                         Report from Tim on facility reporting for 2010 – to date 143 facilities have reported

 

 

NEW BUSINESS

 

A.                    Narrowband Communications – Joanne briefly reviewed the FCC’s Narrowband

Transition requirement for facilities that utilize two-way radio communications on VHF frequencies between 152 and 174 MHz – if you need more information about those

Requirements, please call the EMA office and Joanne or Tim can provide you the info you need

Next Meeting is JUNE 24 - July 29 – August 26 – September 30 – October 28 – November 18 – December 16 @ 8:30 AM at the County EMA Office located at 45 Oak Street beneath Lewiston Central Fire station – please be sure to use the Oak Street entrance.  Coffee will be served.
