In the absence of the Committee Chairman, the Vice Chairman, John Silvestri, called the meeting called to order at 0830 hours.

SECRETARY'S REPORT

 

The Secretary's report for the meeting of 28 January was accepted without change.  The LEPC Meeting Minutes can now be found on the County EMA Website: http://www.androscogginema.org

 

 

 

 

 

 


OLD BUSINESS

 


A.                                        Committee Secretary reported that there no requests for Chemical Right-to-Know information since the last meeting

                                                             

B.                                         Committee Secretary provided the SERC and SERC Training Reports – SERC meeting minutes: 1458 facilities have now reported for 2010 and of that, 57 are new facilities; LEPCs who still have not drawn down their balances to within one quarter’s worth of their annual stipend allocation will not  receive quarterly payment until they do the draw down; SERC is contemplating hiring a summer intern who will be out and about to photograph and geo-locate all facilities; SERC approved 6 new LEPC members for Knox and Somerset Counties; SERC is in the process of reviewing and revising current policies – they have completed 6 and 7 and 14 through 18; Oxford County EMA Director stated to SERC that decon strike teams are still in need of dollars for backfill costs during training; the 2011 Maine Partners in Emergency Preparedness Conference is scheduled for April 28-29 at the Augusta Civic Center – there are 328 registrants to date along with 27 vendors; SERC reported that the following question came up in all EPCRA Workshops that were done in January  “when will fire departments be able to accept electronic reporting of Tier IIs?” – SERC could do short program for fire depts on how to manage Tier II reports; EMA Report – staff continuing with the day-to-day, on-going training and planning activities for CERT and CART; EMA Planner has four more plan drafts completed; LEPC Planner (John Silvestri) has completed revisions and distribution of the County Hazmat Plan; CERT continues to be busy with training and exercises; Lewiston Fire Dept completed Hazmat Ops Refresher training and EMA has received two ore requests for additional training which have been forwarded to MEMA for fast track approval;  County EMA received one request for command/communications vehicle training which Tim in is the process of confirming; Gordon Riordon of PanAm Railways reported they have started “Operation Lifesaver” which is a crossings safety program – he will send info to Joanne; Peter Anania of Grow-Tech is looking for information about European chemical laws as they pertain to import and export – if anyone has information please let Joanne know so she can forward it to Peter

 

C.                                         Financial Report – funds received since the last meeting:  $7,308.03 for contract planner invoices for December through February + $312.74 for CERT/CART invoices + $1,000 for Hazmat Ops Refresher training for Lewiston F.D. for a total of $8,620.77;  total expenses incurred to date:  $478,895.95; unencumbered balance:  $28,030.07; encumbered balance:  $10,251.72; purchases made since last meeting:  NONE – purchases  to recommend:  NONE  -  NOTE:  no earned interest since January; Androscoggin Bank changed our account to a non-interest bearing business account in January – the County Deputy treasurer has been successful in getting the bank to reverse that action and is now trying to get our interest back for January through march then we should be back on track

 

D.                                        Status of Homeland Security Grants - Where are we now?

 

Official awards have been made against and grantees are spending their allocations against FY-10 grant; FY-11 should be out early fall

 

 

 

E.                                         Report from Tim on facility reporting for 2010 – remarkably well this year – received few calls for clarifications – 117 reports received to date and we have 212 facilities – facilities in need of help should not hesitate to call

 

F.                                          Final Report from John Silvestri on Plan revision and distribution – plan is done and distributed electronically – please let us know if you have not received any or all of the three e-mails it took to send out the plan

 

 

NEW BUSINESS

 

A.                    Problems with e-mail addresses – every time we send out e-mail, 2-4 e-mails come back

                        to us as “undeliverable” – “no such recipient”, etc….; if you change your e-mail address

                        please let us know so that we can keep the LEPC mailing list current – Thanks You!!

 

 


OTHER BUSINESS

 

A.                    April 29 meeting coincides with day two of the Preparedness Conference – to allow facilities, public safety and EMA staff to attend, do we move the meeting to April 22 or cancel to may 27?  Decision is to cancel the meeting to May 27

 

 

SCHEDULING OF NEXT MEETING

 

Next Meeting is MAY 27 – June 24 – July 29 – August 26 – September 30 – October 28 – November 18 – December 16 @ 8:30 AM at the County EMA Office located at 45 Oak Street beneath Lewiston Central Fire station – please be sure to use the Oak Street entrance.  Coffee will be served.
