Committee Chairman, Phil Morgan, called the meeting to order at 0830 hours.

SECRETARY'S REPORT

OLD BUSINESS

 


A.                                        Committee Secretary reported there were no requests for community right-to-know information since the last meeting

B.                                         Committee Secretary provided the SERC and SERC Training Reports the SERC scheduled for 18 November was canceled due to lack of quorum - there is nothing new to report; EMA Training Report - staff continuing to work on on-going projects that include plan revisions, emergency public information and education materials and development of county-wide animal response team; received Hazmat Ops Refresher Trng application from Lewiston Fire Dept; Tim Bubier will conduct CAMEO training for a select group of the COBRA Team on December 10; General Electric will be conducting a full-scale exercise on December 3 that will include an actual release of Nitrogen gas; Life Safety Specialist will be conducting Technician level in Jan-Feb and the course is open to enrollment

 

C.                                         Financial Report: Funds received since last meeting: $5,308.23 for HSGP invoices + $4,985.32 for contract planner + earned interest of $52.91 for October for a total of $10,346.46; total expenditures $389,331.92; unencumbered balance $26,816.60 and encumbered balance $10,150.60; purchases made since last meeting none; purchases to recommend - none

 

D.                                        Status of Homeland Security Grant 2007 - Where are we now?

 

FY-08 Homeland Security Grant Program Grant applications are due to this office no later than COB (4 PM) on Friday 21 November (today) the County HSGP Review Committee will meet on December 3 to review the applications and prioritize the recommendations that Joanne will hand-deliver to Augusta by COB on December 5; the State Review Committee is slated to meet / review the applications on December 11-12 and hope to make awards by December 31

 

E.                                         COBRA Team status: nothing to report since the last meeting; still planning on doing an exercise with Lewiston Fire Department and Bates College; the first planning meeting was held on 18 November at Bates College with Lew FD, Aub FD, hospitals, COBRA Team, EPI, County EMA participating; the Tabletop Exercise has been scheduled for January 15

 

F.                                          IMAT Vehicle status: based on what MEMA writes into the IMAT MOUs, Joanne will develop an MOU to be sent to the locals; we are now ready to conduct vehicle use training with the locals and will most likely wait to deploy the training after the holidays

 

 

NEW BUSINESS

 

A. Jessica Smith of Pioneer Plastics reviewed some changes to 40 CFR Part 355 and 370 as it pertains to Emergency Planning and Notification, Emergency Release Notification and Hazardous Chemical Reporting - final Rule became law on November 3, 2008; a copy of the Final Rule was given to EHS facilities present today copies will be mailed to those who were not at the November meeting


OTHER BUSINESS

 

A. Kathryn Oak is no longer working for The Maine Wood Treaters her replacement is John Bumby; the LEPC thanks Kathryn for her years of service to the LEPC and wishes her well

Next Meeting is December 19, - 8:30 A.M. at the County EMA Office located at 45 Oak Street beneath Lewiston Central Fire Station please use the Oak Street entrance
